There should only be one tax at every level of government within the United States of America. It should be a national retail sales tax set at 17%. No other taxes, at all. However, if governments cannot raise enough revenue under this system (which would be very unlikely), they should be able to raise revenue through other means. For example, toll roads, &c.

I should have said "My Opinion on Revenue Collection". And when you factor in that there would be no other tax burden, 17% percent seems pretty low.
